According to Escambia County Jail records, 26-year-old Timothy Rains of Loxley was booked at 11:30 p.m. Tuesday on charges of battery, aggravated assault, aggravated battery, kidnapping-false imprisonment, criminal mischief (damage to property, resist officer and obstruct police. He is being held on a $155,000 bond.

According to records issued by the Escambia County Sheriff’s Office, at approximately 2:48 p.m. Tuesday, deputies responded to West Florida Hospital in reference to a hostage situation in which a male suspect with a weapon was in the Behavior Unit with a patient in the room.

Witnesses on the scene stated that Rains had been transported to the hospital as a voluntary patient for a medical condition. He was placed in the Behavior Unit due to lack of bed space in the regular ER rooms.

According to hospital security staff, Rains became verbally aggressive after being asked to put on hospital clothes and provide a urine sample. Rains then escalated his actions and began punching a hole in the wall, and at one point, pulled the door scanner, which allows access to the unit, off the wall.

Hospital security staff reported that Rains then entered a patient’s room and locked himself in the room, not allowing the patient to leave.

Another hospital staff member stated that he and several hospital staff talked with Rains and asked him several times to let the patient go.

Attempts were made to open the door and at one point, witnesses said an aluminum crutch was used as a pry bar to open the door. According to witnesses, Rains grabbed the crutch and began swinging it at hospital staff.

The patient, who was curled up in a corner of the room, according to the report, was finally allowed to be removed from the room and Rains was ordered to turn around so he could be detained and removed from the room.

According to the report, Rains failed to comply with all commands, yelling “No This isn’t going to happen.” After several minutes of issuing commands, one of the deputies, who was standing near Rains, reached out and grabbed him by the arm. Another deputy also grabbed Rains by the arm and deputies then forced the door open.

Two deputies were reportedly kicked in the leg during the altercation. Rains also reportedly reached for the weapon of one of the deputies, but deputies were able to prevent Rains from grabbing the weapon, according to the report.

Rains was then hit with a Taser, that had little effect, according to the report. Rains then reportedly grabbed a Taser away from one of the deputies and hit the deputy in the chest with it multiple times.

Rains was again hit with a Taser with no effect, but deputies were able to get Rains to the ground and he was eventually handcuffed and taken to another room for examination by ER staff.

Rains was arrested and booked on charges. He is set to appear in Circuit Court on March 25.

According to Baldwin County Jail records, Rains has several arrests dating back to 2014 when he was arrested on four counts of third-degree burglary. He was arrested on probation violations in 2015, 2016, 2017 and 2018 before being arrested on a third0-degree domestic violence charge in July of last year. He was arrested again in November on a failure to appear charge.
