SUMMERDALE - The Town of Summerdale placed a moratorium on RV park constructions within town limits back in 2019. The moratorium was placed to give town officials time to work on subdivision regulations to accommodate RV parks. Mayor David Wilson said he believes most of the regulations have now been worked out.

“One of the main concerns that we talked about was trying to keep RV parks not becoming mobile home parks,” he said. “So people that come in will rent a space and then move on, it’s not where they come and live there forever. If you take an RV park that is not restricted, that happens quite often where the tenants become permanent tenants, and state law says if a person stays in an RV park more than 180 days they don’t pay any type of lodging tax. So it’s almost a zero benefit to the municipality to have an RV park unless you have the right regulations in place to govern them.”

The town has a four percent lodging tax that can be implemented for RV parks within Summerdale corporate limits. Even with the revoking of the previous moratoriums, there is still no zoning in Summerdale that allows for RV parks within town limits. Every potential RV park must appear before the town’s zoning board of adjustments to ensure it will fit in with the community.

“With the motion to lift this moratorium, it’s not giving a greenlight for an RV park just anywhere in the Town of Summerdale,” Wilson said. “The developer still has to go before several other processes in order to get approved.”
