Orange Beach swears in new municipal judge

Orange Beach swore in a new municipal judge and four new police officers during the Sept. 21 regular City Council meeting.

Mayor Tony Kennon introduced Christopher Callaghan, the new municipal judge for the city of Orange Beach to those in attendance in the council chambers. Judge Julian “Buddy” Brackin, who is retiring after 31 years of service, administered the oath of office for Callaghan.

Kennon also thanked Brackin for his service to the city of Orange Beach.

Callaghan is the third-ever municipal judge for the city and will serve a two-year term. The city council passed a resolution appointing Callaghan during the Sept. 7 regular city council meeting.

Callaghan received his bachelor’s degree in criminal justice from Liberty University and spent 15 years in law enforcement before attending John Marshall Law School. He has also served as municipal judge in Jackson, Alabama.

He and his wife Cathy have three children and attend First Baptist Church of Gulf Shores. Callaghan is active in the local republican party and has served as vice chairman of the Orange Beach Planning Commission.

Police Chief Steve Brown introduced four new Orange Beach police officers: Kimberly Lynne Neuner, David James Zotz, Christopher Luke Franklin and Louis Edward Williams, Jr. The officers were sworn in by Brackin.

During the regular session, the council:

  • Passed a resolution authorizing the purchase of books by Linda B. Spangrud in the amount of $1,000 and authorizing of the donation the books to the Orange Beach Elementary School.
  • Passed a resolution awarding the bid for dinner theater catering services to The Wharf Restaurant Group, LLC in an amount not to exceed $42,000.
  • Passed a resolution awarding the bid for Christmas decorations to Winterland, Inc. in an amount not to exceed $49,950.
  • Passed a resolution authorizing the execution of an administrative services agreement and addendum with RxBenefits, Inc. for pharmacy claims related to employees health benefit plan.
  • Passed a resolution authorizing the execution of a performance contract with Jody Hodo for softball coaching services.
  • Passed a resolution authorizing the execution of a cooperative service agreement with the U.S. Department of Agriculture to supplement nuisance wildlife control services.
  • A resolution authorizing the execution of a storage rental agreement with FM Holdings, LLC doing business as Keel Storage failed with five nay votes and one abstain.
  • Passed a resolution in support of a Baldwin County Recycling Cooperative.
  • Passed a resolution authorizing execution of a professional services agreement with Bridget Stacks for the Orange Beach Schools choreography services.
  • Passed a resolution authorizing the purchase of a vehicle for the fire department from state bid in the amount of $38,217.
  • Passed a resolution accepting a proposal from Auburn University for micro-housing design for the Coastal Resources Department project located by the Gulf State Park in the amount not to exceed $10,000.10
  • Passed a resolution authorizing the sole source purchase of three submersible pumps from Jim House and Associates, Inc. for the utilities department in the amount of $124,932.
  • Passed a resolution authorizing the execution of a right of way use agreement for Point Broadband Fiber Holdings, LLC doing business as Island Fiber.
  • Passed a resolution to vacate an unimproved right of way east of Andrews Lane.
  • Passed a resolution authorizing the execution of a FY2020 Assistance to Firefighters Grant award agreement with the U.S. Department of Homeland Security for the purchase of rescue bailout systems.
